Guidelines to a Safe Reopening of Golf in Pennsylvania – Cart/Caddie update (May 30)

The Pennsylvania Alliance for Golf has received clarity from the Office of Pennsylvania Governor Tom Wolf, on golf cart and caddie usage as counties throughout the Commonwealth move into the yellow and green phases of the COVID-19 reopening phases.

Clubs within those counties in the yellow and green phases are allowed to have two non-related people in the same cart. The use of a caddie is permitted as well. Clubs must follow the information provided in the Guidance for Businesses Permitted to Operate During the COVID-19 Disaster Emergency to Ensure the Safety and Health of Employees and the Public documentation to keep employees and customers safe, including wearing masks, wiping down the carts, etc.

Counties listed as red that are targeted to move to yellow June 5, must await a specific directive from the Governor’s Office before operating in the yellow phase. Also beginning June 5 for those Clubs that have a restaurant on-site, if your club is in one of those areas that do move to yellow, outdoor dining can be offered at 50 percent capacity. In the green phase, Clubs can offer indoor dining at 50 percent capacity.

At all times, individuals must maintain social distancing.

Gatherings of more than 250 people are prohibited.

Governor Wolf provided an update on the use of golf carts through his FAQ document. The information in that document permits individuals who share a residence to share a cart. Click here for more information.

27. May golf courses maintain in-person operations?

In counties designated as being in the Red Phase of Reopening, golf course operators may permit individuals access to the property so long as there are no gatherings of any kind and appropriate social distancing of six feet between individuals is strictly abided.

Golf carts may be utilized, but must be single occupant only, unless the occupants share a residence. No employees are allowed for purposes of facilitating play; however, operations such as landscape maintenance and other “services to building and dwellings” may continue as necessary to prevent deterioration of property condition. Restaurant activity is limited to take-out or delivery only and use of facilities for banquets or similar gatherings remains prohibited. In counties that have been designated as being in the Yellow Phase of Reopening, golf courses may conduct in-person operations as long as they strictly adhere to the requirements of the Guidance for Businesses Permitted to Operate During the COVID-19 Disaster Emergency to Ensure the Safety and Health of Employees and the Public (including the requirement to telework where possible).

We are all excited about the reopening of golf courses in Pennsylvania on Friday, May 1. In order to ensure that upon reopening all courses will operate in a safe and effective manner, we have provided the attached guidance to your club. This guidance has been standardized for use by all courses throughout the Commonwealth by the Pennsylvania Alliance for Golf. The procedures and restrictions that are outlined are designed to meet the directives and expectations of the Governor’s Office and are consistent with the restrictions put in place by other states that have reopened their courses in recent weeks. It is likely that you may need to add additional restrictions/procedures addressing the specific requirements appropriate to your course.

We want to demonstrate to our public officials their confidence in us to maintain a safe and healthy environment is well placed. To that end, we hope your club will work diligently to implement the measures we have provided to ensure a safe return to golf for all golfers and staff.
